Joe Roshak, PE | President, Principal-in-Charge

In addition to serving as company President, Joe leads the Century West airport engineering group and is equally experienced in municipal consulting, serving as senior project manager on a variety of improvement projects. With Century West for more than 29 years, Joe is responsible for overall project quality, schedule management, design effort guidance and review, subconsultant coordination, grant development and overseeing all other project aspects. Joe’s extensive background in all phases of public sector projects includes work as a design engineer, resident engineer, and project manager on numerous aviation, roadway, paving, and utility projects. Joe has designed and managed over 75 airport projects throughout the Northwest.

Matt Rogers, PE | VP, Business Development & Marketing Manager

Matt has been with Century West for more than 23 years and has broad experience working with the public sector on both aviation and municipal related projects. As Aviation Planning Manager, Matt oversees Century West’s aviation planning program in conjunction with our firm’s planning, engineering, and technical staff. A multi-talented engineer, Matt is similarly experienced in civil engineering including roadway design, stormwater distribution and management, water and sewer systems, and has extensive construction inspection experience. Matt has an excellent history of meeting schedule and budget requirements for projects that he has managed and is highly regarded for his hands-on and proactive management style.

Bill Brackett, PE, CWRE | Project Manager

Bill is a project engineer and project manager with 25 years of engineering experience in both the private and public sectors. He has broad civil and aviation design experience having completed projects for a wide variety of clients ranging from vineyard managers to land developers to public agencies and airports. Bill is an expert in the use of computer modeling of complex hydrological systems and for optimizing the plan, profile, and cross section design for runway, taxiway, roadway, site design and utility projects.

Jim Pex, PE | Senior Project Manager | Bend Office Manager

Jim’s 17 years of experience providing civil consulting services in both the public and private sector gives him a broad range of experience. The majority of his work involves designs for public agencies that include all aspects of piping and infrastructure work, street improvements, along with environmentally sensitive designs for stormwater with fish passage restrictions. He has also served as the primary contact for the engineer of record for multiple cities. His knowledge of budgetary constraints, grant funding, and capital improvement needs are a tremendous asset to our municipal clients. Jim’s knowledge of contract documents and specification needs provide value to any project by limiting change orders and heading off issues prior to construction.

Tom Headley, PE, LEED AP, CWRE | Project Manager

Tom has 8 years of experience with utility and road design, construction plan production, and construction contract administration. Tom also has extensive on-site inspection experience on various construction projects from airports to water systems. As an LEED accredited professional, Tom has a strong interest in sustainable design and has worked on a wide variety of municipal projects implementing low impact design strategies.

Greg Reince, PE | Project Engineer

Greg is responsible for performing engineering design and analysis for a variety of aviation and municipal projects. Greg prepares design drawings, specifications, and cost estimates for grading, paving, and drainage projects. Additionally, he performs construction inspection and prepares and reviews various technical reports.

Kyle Bonnet, PE | Project Engineer

Kyle is a staff engineer with experience in water/wastewater design, project management, project inspection and finite element modeling for both the public and private sector. His interests include municipal infrastructure development that seeks sustainable value through attentive design.

Alec Fransen, EIT

Alec is a registered EIT and brings experience working on large development projects with a focus on site utility and stormwater design. Alec’s project duties includes work on various pedestrian improvement projects, roadway alignment, and sewer rehabilitation projects. In addition, he performs field investigations, cost estimates, and plan production.
