Century West assisted the Central Oregon Intergovernmental Council (COIC), which operates the local transit agency Cascades East Transit, with the planning and design of three new routes in Bend and Redmond, Oregon. While the general route and preferred bus stop locations had been planned prior to the project commencement, Century West found that at many locations there were topography or obstructions that prohibited ADA compliant access. Our team spent considerable time and effort to find new locations that would serve COIC’s service desires, enhance safety for transit users at the stop locations, efficiency for the bus operators, and access for the community’s most vulnerable members. Early in the design process it became evident that the local agencies had not been involved as much as necessary. We used our contacts at the City of Bend to facilitate working meetings in an effort to gain approval of the locations prior to the formal application of right-of-way permits. This proved to be beneficial to the project as it reduced permit review and approval time. Ultimately, this effort kept the project on schedule. In addition to planning, design, and permitting the new stops included the need to acquire easements for the bus pads and shelters. Century West and its partners worked diligently to acquire easements in under six months. Despite the numerous challenges the project was delivered on time and on budget. Century West is currently assisting with construction management.
