Century West completed this road reconstruction project in multiple phases.

Phase 1: Century West provided funding, design, and construction management assistance for Phase 1 improvements of Garfield Road reconstruction and widening between of Garfield Road from SR 2 to Russell Street. The project included two travel lanes, bicycle lanes, parking lanes, with a sidewalk on one side. This nearly 0.6 miles long project was constructed in 2017.

Phase 2: Improvements included reconstruction of Russell Street and Sprague Avenue for more than a mile with two travel lanes, curb, stormwater facilities, an eight foot planter strip and a ten foot shared use path along one side. The project was constructed in the spring of 2018.
